Anyone can ask a priest to offer a Mass, for a variety of reasons e.g. thanksgiving, anniversary, a sick person, the intentions of a particular person, or as is most common, the repose of the soul of someone who has died. There are infinite graces that flow from the sacrifice of the Mass.
